Regulated by Commission des normes, de l'equite, de la sante et de la securite du travail (CNESST) under the Act respecting OHS (S-2.1). Quebec governs construction fall protection through a dedicated Safety Code for the construction industry, enforced by CNESST. Construction site access requires the industry safety card, and equipment must carry CSA Z259 certification.
