California runs its own OSHA-approved State Plan, and Cal/OSHA writes its construction fall protection rules in Title 8 of the California Code of Regulations instead of adopting federal 1926 Subpart M. The trigger height changes by task, so the citations below matter more in California than in almost any other state.

Personal fall arrest, fall restraint, or positioning is required when a worker can fall more than 7.5 feet from a perimeter, an unprotected side or edge, a leading edge, a shaftway or opening, a roof steeper than 7:12, or any slope steeper than 40 degrees. Free fall is capped at 6 feet, arrest force is capped at 1,800 pounds with a harness, and body belts have been banned for fall arrest since 1998. Every personal fall arrest system must be inspected before each use, and a competent person must document an inspection at least twice per year. |
| 8 CCR 1669 | Work from trusses, beams, purlins, plates, and similar members at least 4 inches wide and more than 15 feet up requires an approved personal fall protection system when guardrails are impracticable. |

Low-slope roofs allow warning lines set at least 5 feet from the edge plus listed alternatives, and slopes steeper than 4:12 need a 24 inch parapet, personal fall protection, catch platforms, scaffolds, eave barriers, or standard railings. |

| 8 CCR 1671.1 | A fall protection plan is a last resort in California. The regulation presumes conventional protection is feasible, and the employer carries the burden of proving otherwise. The plan must be site specific, kept on site, and it must name each worker allowed inside a controlled access zone. |
California also applies general industry and administrative rules that federal OSHA does not have, and several of them reach roofing and construction crews directly.

Equipment and anchorage requirements
Anchorages for personal fall arrest must support 5,000 pounds per attached worker or be engineered with a 2:1 safety factor under 29 CFR 1926.502(d)(15). Guardrails carry the 42 inch, 200 pound rules of 1926.502(b), and equipment is certified to ANSI Z359. Every anchor, harness, and SRL we sell publishes its tested strength on the spec sheet.
