California requirements beyond the baseline

California runs its own OSHA-approved State Plan, and Cal/OSHA writes its construction fall protection rules in Title 8 of the California Code of Regulations instead of adopting federal 1926 Subpart M. The trigger height changes by task, so the citations below matter more in California than in almost any other state.

Personal fall arrest, fall restraint, or positioning is required when a worker can fall more than 7.5 feet from a perimeter, an unprotected side or edge, a leading edge, a shaftway or opening, a roof steeper than 7:12, or any slope steeper than 40 degrees. Free fall is capped at 6 feet, arrest force is capped at 1,800 pounds with a harness, and body belts have been banned for fall arrest since 1998. Every personal fall arrest system must be inspected before each use, and a competent person must document an inspection at least twice per year.
8 CCR 1669Work from trusses, beams, purlins, plates, and similar members at least 4 inches wide and more than 15 feet up requires an approved personal fall protection system when guardrails are impracticable.
8 CCR 1730Commercial and industrial roofing. Protection is required on roofs more than 20 feet high, and the method depends on slope and roof covering. Low-slope roofs allow warning lines set at least 5 feet from the edge plus listed alternatives, and slopes steeper than 4:12 need a 24 inch parapet, personal fall protection, catch platforms, scaffolds, eave barriers, or standard railings.
8 CCR 1731Residential roofing, amended effective July 1, 2025. On slopes from flat up to and including 7:12, workers must be protected at 6 feet or more of fall distance. On slopes steeper than 7:12, protection is required regardless of height. Roofing-specific hazard training is mandatory and must be documented.
8 CCR 1671.1A fall protection plan is a last resort in California. The regulation presumes conventional protection is feasible, and the employer carries the burden of proving otherwise. The plan must be site specific, kept on site, and it must name each worker allowed inside a controlled access zone.

California also applies general industry and administrative rules that federal OSHA does not have, and several of them reach roofing and construction crews directly.

8 CCR 3210General industry guardrail trigger. Inside buildings, guardrails are required on open sides of unenclosed elevated work locations more than 30 inches above the floor. Outside of buildings, the trigger is a 4 foot fall exposure.
8 CCR 3212Skylights and roof openings. Any worker approaching within 6 feet of a skylight must be protected by screens, guardrails, covers, skylight nets, or a personal fall protection system, and guardrails are required wherever anyone routinely needs to come within 6 feet of a roof edge.
8 CCR 3203Every California employer must establish and maintain a written, effective Injury and Illness Prevention Program covering hazard identification, correction, training, and communication.
8 CCR 341Cal/OSHA permits are required before structural work on buildings intended to be more than 36 feet tall, demolition over 36 feet, scaffolding or falsework over 36 feet, and any trench 5 feet or deeper that a worker enters.
8 CCR 342Report any death or any serious injury or illness to the nearest Cal/OSHA district office as soon as practically possible, and never later than 8 hours after you knew or should have known about it.
8 CCR 3648Boom lifts. Workers elevated in an aerial device must be secured to the boom, basket, or tub. Belting off to an adjacent pole, structure, or piece of equipment is prohibited.

Equipment and anchorage requirements

Anchorages for personal fall arrest must support 5,000 pounds per attached worker or be engineered with a 2:1 safety factor under 29 CFR 1926.502(d)(15). Before every use, plus a documented inspection by a competent person at least twice per year under 8 CCR 1670(b)(19). The twice-annual documented inspection is a California-only requirement that surprises out-of-state crews, so build it into your recordkeeping.
Do I need a Cal/OSHA permit before starting work?
If the structure will be more than 36 feet tall and you are doing steel erection, framing, decking, curtain walls, or structural concrete, yes. The same permit rule applies to demolition over 36 feet, scaffolding or falsework over 36 feet, and any trench 5 feet or deeper that a worker enters (8 CCR 341).

At what height does OSHA require fall protection in construction?
Six feet above a lower level, under 29 CFR 1926.501(b)(1). General industry workplaces trigger at 4 feet under 1910.28, shipyards at 5 feet, and longshoring at 8 feet. Two common construction exceptions: scaffolds trigger at 10 feet under Subpart L, and fixed ladders require protection when the climb reaches 24 feet. Working above dangerous equipment requires protection at any height.
Is there a rule that lets me skip fall protection if I stay 6 feet from the edge?
No. Federal OSHA has no safe-distance exemption for construction work. Six feet is the height that triggers the duty, not a buffer zone on the roof. The closest thing in the standard is the warning line system for low-slope roofing work under 1926.502(f), which must be rigged at least 6 feet from the edge (10 feet when mechanical equipment is in use) and only works in the specific combinations 1926.501(b)(10) allows.
Do I need fall protection on a residential roof?
Yes. Under 1926.501(b)(13), anyone doing residential construction 6 feet or more above a lower level needs guardrails, safety nets, or a personal fall arrest system. If the employer can demonstrate those are infeasible or create a greater hazard, the only alternative is a written, site-specific fall protection plan that meets every requirement of 1926.502(k), which includes a qualified person preparing it and a competent person supervising it.
What does OSHA require for an anchor point?
An anchorage for personal fall arrest must support at least 5,000 pounds per worker attached, or be designed, installed, and used under the supervision of a qualified person as part of a complete system that maintains a safety factor of at least two. That is 1926.502(d)(15). Anchorages must also be independent of any anchorage used to support or suspend platforms.
How high does a guardrail have to be?
The top rail must be 42 inches above the walking or working level, plus or minus 3 inches, and it must withstand 200 pounds of outward or downward force under 1926.502(b). Midrails go at 21 inches and must take 150 pounds. When guardrails protect a hole, they go on all unprotected sides, and any gate or removable section has its own rules in the same paragraph.
What is the difference between a competent person and a qualified person?
A competent person can identify existing and predictable hazards and has the employer's authority to promptly correct them, which includes stopping work. A qualified person has a degree, certificate, or extensive experience that lets them solve problems relating to the work, such as engineering an anchorage below 5,000 pounds. Subpart M assigns specific duties to each: for example, training under 1926.503 requires a competent person, and a fall protection plan under 1926.502(k) must be prepared by a qualified person.
Are the ANSI Z359 standards part of these regulations?
Not directly. OSHA regulations are federal law and free to read; ANSI Z359 is a voluntary consensus standard that manufacturers certify equipment against, and its text is copyrighted.
